I've noticed some homes with poorly kept yards. Are there any rules in the covenants regarding lawn care and if so, what can the board do about it?

Answer
Great question. It is every homeowners responsibility to do their due diligence before purchasing the property to read and understand the Covenants and Restrictions. They are public record. When you purchased your property you signed a Planned Unit Development Agreement (PUD) in your loan package that says you understand that you are to abide by the Covenants and Restrictions of the Homeowners Association. Landscaping general home maintenance is the first thing visitors our neighborhood will see. When kept poorly, these can have a negative impact on everyone's propery values. Article V, Paragraph 2 (listed below) of the convenants outlines some of those basic expecatations for property upkeep.

Article V, Paragraph 2:
Exterior Appearance and Maintenance: Every house and lot shall be maintained so as to present a pleasing appearance. Window coverings and decorations shall be of conventional materials, e.g. draperies, blinds or shutters. Windows shall not be covered by aluminum foil, paper or the like. Lawns shall be maintained in a neat manner. Houses shall be kept in reasonable repaint and excessive visible deterioration shall not be allowed.
